All tickets not Displaying when Merging Ticktets

We have been  using Fresh Desk since May 2018, and since we have moved to Mint, we are having trouble with the Merge Ticket process.  There are times where all tickets for the customer will not display to choose to merge into.  I have another that just occurred where the recipient email address is the same, but I cannot get the ticket that I want to merge into searching by email, customer, etc.  Is anyone else having this trouble and knows how to fix it?
