Is there a way to have the Parent Ticket Auto Closet once all Child Tickets are Resolve status?

You can make use of Parent Child Synchronization integration to suffice your business requirements. You can also explore the Parent child field sync application supported by Freshdesk for the same. In case of any further questions, feel free to post here. :)

I guess, the way it works is, when a parent ticket is closed, it will close out all the child tickets.
correct me if i am wrong.
I want it to work the other way. When the all child tickets are closed/resolved the parent ticket closes/resolves itself.
in that case, i would suggest to build an customization to achieve this requirement.

The applications suggested will suffice @CEShtrx’s requirement to automatically mark the parent ticket as closed when all child tickets are closed.
