The fields that users need to fill in are items that you can choose to display/disable as necessary (visit Admin > Customer Fields), by unchecking the boxes on the For Customers section:

With regard to the bulk import for dropdowns, I think it’ll be worth to raise this as an idea so other members can also vote for this and bring attention to our product team.
Also i don’t see a feature while we do customize the forms, in this case the Customer,

the show/hide and optional/required for field 2, depending on the selection of field 1.
this will provide more scalability when it comes to customizations.
