Webook Trigger when Contact/Ticket is created or added

Hi, I’ve just 2 questions:

  1. Can I create a new webhook just using the API?
  2. Can I setup the Webhook Trigger for each time that the user create or add a new contact/ticket?

I’m just need that every time that the user on Freshdesk add or create a new contact/ticket, tiggers a webhook, sending a POST request.
