Child Ticket Notifications

Is it possible to create a rule somewhere so that when a child ticket is resolved the owner of the parent ticket receives a notification?

I've been playing around with the observer, supervisor rules but still can't find a way to make it work. 

Does anyone have any ideas?

Have we been able to find a solution to this?

I am also asking myself the same question - If I have several child tickets and I want to do a filter and see who responded the child tickets.

How do to that?
