When editing/creating forum types, there is a drop down list called "Forum Type" that lists 'Questions', 'Ideas', 'Problems', 'Announcement'. OTHER than the icons being different for each type, is there a difference in structure/usability/functionality/etc.?

Yes there is a difference in its functionality/usability and structure. In the Announcement Forums, you can simply post announcements in it, where as in the Tips and Tricks and Report a Problem Forum , you can add the relevant information and also you have the option which allows people to vote if they have the same question or they have the same problem, In the Feature Request Forum , it will allow people to vote if they like this idea and also you have options to mark whether these features are planned, implemented or not taken. I have attached screen shots of the Forums to show its difference.
