Would also be nice to have a new form available section so that you can advertise any new forms that have been set up to enable customers to better utilise the portal.
Or even a now available section. Something that allows us to announce any new changes. Either with images or having the item as a tile (clickable) to access from the Service Catalog page.

Yes! That too. Have it only show for a month then disappear but having somewhere to display that a new form is available is also beneficial.
e.g. if it has a star on it then it gets pinned to the Popular Items for that period of time that it has the star on it. You should be able to add it manually.
