Poor CSAT generate email to IT Manager

How can we set up an automator to email a particular agent when a CSAT is submitted below a certain threshold? 

 

Under “EVENT”, you can add “ticket is updated” and “Customer Satisfaction Rating is….” ----but the non-editable qualifier is “When any of these events occur” - and I need this to be ALL

 

As a “CONDITION”, I do not see anything regarding CSAT.
