FreshChat Support Agent role not able to see images attached to chat sessions.

having an issue with all agents in our Support Agent Role not able to see any images attached to chats. Seems to be a permissions issue but not sure.  They do have access to chat files in the permissions settings.  what are we missing?  What privacy settings might be hiding these?  Admin accounts are able to see no issues.
