Ability to Copy Admin Rules

Currently if you need to create similar rules (in ADMIN Observer for example) you have to add an empty rule and then build all the settings each time.  It would be nice if you could copy an existing rule so that you would only need to change the settings that are different.

This would save so much time having to recreate similar rules!

You'd now be able to copy the rule settings by clicking on the Clone button available on the list page.
