Ability to move/reorder the Planning fields in the Change Field Manager

Currently if you want to add a new field, it needs to go at the bottom of the list even if it should be at the top, or in the middle.

You cannot reorder the exiting Planning fields either.

This is really restrictive and the only work around appears to be to change the existing field names - but that changes their title on all previous Changes.
