Add time stamp to downvotes and upvotes

It's great that we can see who downvoted an article. (I'm hoping we can see the reason, too.) I don't have time to check all the articles to see when people are voting on them. Adding a time stamp to the downvotes and upvotes would help me to see if I should reach out to the user to get more feedback and give me an idea of how frequently people are voting.
