Since Requestor selection (dropdown) boxes only display Requestors who have actuallly signed in to activate their accounts, this is problematic with routing business rules and other functionality that we will be using, especially at initial implementation. It becomes a chicken and egg scenario.
Admins should have the ablity to register all requestors automatically. We are linked to Active Directory, so all users have been pulled in, but only those who have signed on display in the selection boxes.
