Allow automatic update change board membership used in Change Automations

We have a prescribed change management process that is handled via automator to two unique cab boards separately. If we add a user to any of the cab boards, we have to manually update the users that approvals are sent to, as the list doesnt populate automatically.  Having an ability to either select to exclude members instead of declare them in the automation or an option to always include all members would reduce administrative workload for admins.
