Allow Collaborators to access/moderate forums.

We corrently have set members from our TechOps and DevOps team as collabrators so they can look into tickets assined to their groups. We would also want to allow them as Moderators of Forums, especially as Idea forums. 

As such a new role as “Forum Moderator” has been created that has permissions to forums only but this can only be assigned to Agents not Collabrators, which is odd being as that would be a main part of collaboration.
