It would be nice to have an assets per user report, so that a branded report can be generated with the assets that are is use by a certain requester. It would be good if this could have some place for the user to sign to confirm receipt of the assets on loan.

Report to view the list of assets that are used by a specific person can be achieved with Custom CMDB Reports. We are currently working on shipping this feature in a couple of months.
Regarding your other requirement, which involves the user to sign the report - It would be of great help if you could share more use cases that would require this feature. Looking forward to your inputs!
