Auto-CC Requesters Reporting Manager on Ticket Creation

It should be possible to auto-cc the reporting manager of a requester when they create a ticket. It’s been proposed before that we have rules that do this statically and this just doesn’t scale - we have too many departments and reporting managers for this to be feasible.
