Business rules in a workspace need to also apply to Scheduler

We have business rules in place for tickets in workspaces, however, they are not applying to Scheduler tickets.

Business rules should apply to scheduler tickets since they use the same ticket form in Field Manager.

PLEASE!!!  Scheduler shows every field to an agent scheduling tickets and they are filling out fields they should not be.

Has this been addressed?  We just recently ran into an issue where the business rules are not applying in the scheduler.  That makes absolutely no sense at all.
