Create Custom Tabs or sections under Planning on Change Form

Would like the ability to create custom sections under planning that can be tailored with custom fields. Such as being able to create dynamic fields, drops downs etc. Also, to be able to organize in custom tabs would be even better. Needing to have the same ability to create custom fields like dynamic fields or drops downs. This would allow the change form to be more organized and user friendly.
