We have an Admin account that is used just for API calls. It is a Google Workspace account that does not have an email inbox associated with it. This is done because:
1. It doesn’t need to receive notifications
2. It doesn’t cost us a license
Now that Freshservice is displaying this banner:

All of our tickets where the dedicated API account is a member of a group (so that it has permissions to access information in restricted groups) are displaying the delivery failure notification, which is entirely expected.
This should be able to be disabled on a per user or account wide basis.
