In the Jira Atlassian app - Freshservice cannot control/restrict the list of projects appearing in the drop-down on new creation so even archived projects appear.
Archived projects should not appear in the Project option for new creations.
Per Freshservice, unfortunately, this is an enhancement on the Freshservice end.
