Make it easy to insert links to solutions and forum items in tickets and forum intems

There's a feature in tickets to insert a link to a solution but there's no feature in forums to insert a link to a solution, or to a ticket.  For example, when someone posts in the forum a question I'd like to make it easy to say "here's the answer" and have it be a managed link (so it doesn't get inserted as a fully qualified link, for example)
