When creating a Service Request item, the All Users data source in dropdown menus (e.g. the Requested for field) only allows you to limit the list of All Users to just one Department and/or just one Location — that’s it.
In it’s current iteration, limiting the visibility of a Service Item is negated when someone who can access a item submits a request for someone who should not be able to.
