Custom Cards on the Portal can not be hidden from view to Requesters who have not yet logged in unless you use extensive HTML within the Portal Designer which, for a solution which is meant to be no-code, does not really make sense.
You should have a choice of whether you wish for your Custom Cards to follow the same conventions as the Default cards (example, being hidden to Requesters who have not logged in).
