Move Attach Documents to the Top of a Ticket

I think it would be helpful to have a section at the top of each ticket that displays all attached documents. When ticket threads get long, it becomes difficult to expand all the comments and try to remember when and where a document was attached.

We launched manage attachments capability in May, via which you should have been able to view documents generated at this single place, right after description of a ticket.
