Prevent closing of tickets with incomplete to do items

I’d really like to make more use of the To Do list feature within each ticket in Freshdesk, but there’s a pretty major missing feature here. I would expect that a ticket that has incomplete to do items can’t be closed, but that’s not the case.  It would be really helpful to require to do items to be marked done before a ticket can be closed.
