There should be a separate menu item on the left hand side to list the articles that are linked to a Service. This would make it easier when a Service is decommissioned or removed from the system to find what articles need to be reviewed or also removed from the system.
Otherwise, this part of the process gets missed and if you remove a Service from the system - it should ask if those articles are required to be reviewed or make them as needing to be reviewed in the Solution Article admin section. Alert the Managers of those articles that they need to be reviewed.
