Currently, the ability to create dashboards is tied to the Agent management role in Freshservice.
If you want to allow an agent to be able to publish/manage published dashboards, you are unable to do so without also granting them access to manage the agents, agent groups, and agent roles.
Ideally there would be more role options to allow for more granular permissions on the platform.
