Support the ability to exclude a topic from "Popular Topics"

There are times when we need to post a topic to a forum and we'd like to exclude it from the "Popular Topics" section for a variety of reasons.  It would be helpful if you could add an additional toggle to a new forum topic that would allow us to exclude that topic from  the "Popular Topics" section.
