Support the ability to Merge Tags

Over time (or as part of any migration into FreshDesk) the overall list of Tags may need some housekeeping, and that may include the need to reduce the overall number of tags or to clean out duplicates or misspellings.  It would be helpful therefore to be able to Merge tags.
