Time Selection Dropdown

When selecting the time for say a change requests, the pulldown menu is really long and tedious to scroll through.  It would be helpful if that could that be shortened up, increase the scroll speed, or be a different GUI altogether.  Also, it would be nice if when you select a start time, the end time field defaulted to a future time, even if only by five minutes, to speed up the process of finding the real end time.
