Under agent roles, add possibility to allow agents to delete/edit notes in changes

Please add the possibility to allow/disallow agents to delete/edit notes in changes. 
This will be useful if we want to use the notes as a tracker for something. Having the notes open to edit delete for everyone is not ideal and should only be possible for selected agent roles - e.g. change supervisors.
