Yes with Pro license and higher you have alert module in Freshservice.
Alert Management in Freshservice - An Overview : Freshservice
The alert tool need to be able to send a webhook to Freshservice it to work.
In Freshdesk you need to use API calls or e-mail from your monitoring tool to create tickets.
