As the tittle suggest it's seems a bit pointless to propose the option of a public ticket URL, that can be shared with people that do not have a Freshdesk account, if the attachments are visible to these people but not available for download.

Are there any plans to fix this ?

This was a conscious decision to keep the attachments not open for unauthorised users. This is because the attachments are stored on amazon s3 buckets and it is very complicated to open up the access to unauthorised users . We'll definitely look into this in future if we get more similar requests :)
