I understand you are looking for an HTML version under email notifications/ticket templates in Freshdesk. For now, we support HTML only in the Forums and Solutions section.
We already have a feature request in place to add HTML version in email notifications. Feature requests take time to go live as they involve a lot of scrutiny and testing. We'll definitely make some noise when this is implemented.
Please have a look at our Ideas page, and post your ask here. We will look into this and take this up from our end.
