Hey Jim Dumay,
I had a look at the ticket and could see that this is the behavior as of now. This applies only to business agents who do not have permission to access or request loaner assets, which is expected product behavior at present.
However, we'll pass on the feedback to our product team. In the meantime, please refer to the article below for more information on how to grant IT license privileges to business agents or allow them access to assets as intended.

Sorry, but buying more expensive licenses is not the answer.
It should be a basic feature of the product that anyone can borrow loan equipment.
Bloody useless advice.
Heyy @Jim Dumay
I’m really sorry to hear your frustration, and we’re here to help. I’m adding @ShashankD , our Product Manager, to share his inputs.
Hi @Jim Dumay We are looking into this on priority. I’ll get back to you within a week.
Hi @Jim Dumay This currently impacts Business Agents as well as IT Agents who don’t have access to assets. We’ll be fixing this so that any agent is able to place requests for loaner assets. I’ll have someone from our support or success team reach out to you, so you can track the status of this request.
Hi @Jim Dumay We will shipping a fix for this by the end of the 1st week of November.
Hi @ShashankD ,
This is now working again for our Business Agents.
Thank you for the fix.
