When closing a ticket, we would like to enforce the agent to add closure notes to the ticket before being able to actually close it for good. Is this possible?

You could create a custom multi-line text field under Admin -> Ticket fields section and make this mandatory for agents while closing a ticket . This would prompt them to enter the closure notes in this field before closing a ticket.
