We currently have the agent installed but sometimes agent doesn't get put on in the build process will the discovery probe pick that machine up and also machines that have been inactive?

+10For the most part, as long as the probe gets installed correctly a machine that has been offline for a while should continue to work when it comes online.
One exception I can think of is if their is a major security update released in the probe and you miss that install. IE Asset Discovery tools - Security Updates (July, 2021) : Freshservice
Thant being said, I would recommend you installing the probe via AD / GPO. This way if there you can push it to all machines on sign in if its not already installed.
