When creating a new ticket as an agent, there is an “Add new Requester” link above the requester field.  I see this field even for an agent with a custom role that has very limited permissions.  Screenshot includes the link I would like to remove.

I guess it can be done, in Portal Customization.

My suggestion would be to submit a support case for this. 

They will be able to help; they may take their time, though, as UX team is pretty busy at backend. But they’ll surely help.
