With in FreshService is there a way to send out reminder emails to the help desk “group” assigned to incident tickets that have remained open for more than x number of days?

Yes, of course, as a matter of fact, that is a standard feature.

You may use Supervisor Rules for that. You may check the following:

Using Supervisor rules in Freshservice. : Freshservice

Set time/event based rules in your service desk | Freshservice Supervisor : Freshservice

Supervisor rules configuration based on custom ticket status : Freshservice
