No, a portal account activation email isn’t automatically sent when a new contact is created, but I need this functionality!

Contact activation email will be sent automatically by enabling the Contact activation email from Admin > Workflows > Email Notifications > Requester notifications > toggle the user activation email ON. Upon enabling this feature, the contact will be automatically triggered with the activation upon their initial creation.
You can also trigger manual activation from Customers > Contacts > choose 'Unverified contacts' from the hamburger menu > check the required contacts click on 'Send activation email'.
