Automatically Copy the To and CC list of old ticket into the new ticket created using webhook

We recently had a business requirement wherein any new response on a ticket closed for more than 15 days should automatically create a new ticket without impacting the old closed ticket. We tried to achieve this using webhook but hit a blocker because there are no place holders to copy all the To and Cc list into the new ticket. If this is made available it would be a great help.
