Can you tag (associate) an article to a particular ticket form so this information is presented to customer on the particular ticket form page.

Yes, That is possible. There is an option in Portal Settings to suggest relevant Articles.
You can Navigate to Admin->Portals->Edit->Manage Sections. And you can turn on ”Auto suggest solutions while creating a new ticket”.

I have found that this only works when the customer is typing into the subject box but if the ticket form is already selected then the tags dont work
