Do you know if it's possible, disable some specific contacts from opening new tickets?
These contacts already have opened tickets in the past, so they must be able to see the previous tickets, so for now just be prevented from creating new ones.

Deactivate the contact - any new tickets will go to spam, or
Add a custom attribute to the contact record, and then add a check to your new ticket workflow (assuming you have something like this), that checks if they can raise a ticket or not.
