Can the local device agent check windows services disabled or not

I understand you are referring to the FreshService Discovery Agent:

Being this the case, sadly it won’t.

For this matter, you need to use Monitoring Tools:

Monitoring Tools Integration : Freshservice

And better if integrated with Service Health Monitoring:

Define and monitor services using Service Health Monitoring : Freshservice
