I’m wondering if there is functionality to implement a to-do list across a group that is not related to a specific ticket? Currently there is a to do on My Dashboard. Is there a widget or app available to implement one across a group dashboard?

I would suggest you try this marketplace app - Steps https://www.freshworks.com/apps/freshdesk/steps/ as it allows you to share task lists and work collaboratively. You can add this in a jiffy under Admin → Apps → Get more apps → Steps.
