I'm using the free version of Freshdesk. Am I able to post how to articles limited to the staff in my organization?

If not, is there a paid version that allows me to do this?

With the free version of Freshdesk, you can’t limit articles to just your staff. To do that, you’ll need a paid plan that supports internal knowledge base access.

I understand you want to restrict access to agents.

To restrict articles to agents, you can create a folder and set its visibility to "Agents" while adding all the relevant articles into that folder. This ensures that only agents can view the contents of the folder, and the articles within it will not be accessible to customers or other user segments.
