I have a Change Management policy that has a CAB with 8 members and if any 2 of the members approve, the Change is approved.  There are options for everyone to approve, a majority to approve or even one person to approve.  

Is there a way to add an option for 2 members of a CAB to approve?  I tried creating a workflow that required a second approval but the same person was able to approve both times and my test change advanced. 

I was thinking for the initial approval, I could have the requestor approve but that wasn’t an option and the requestor would still be in the CAB and able to approve a second time.
