Appreciate your topic -- I had that moved over to our Freshdesk sub-forum as it seemed like a question. Unfortunately, Scenario Automations will not have the capability to automatically create tracker tickets as the function severs to help automate manual or repetitive tasks on an existing ticket, and hence its limits.

 

Additionally Tracker tickets can be tricky since you usually only create them based on discrete situations (particular downtime, bug, enhancements etc.) which are unique almost every time, that creating a template may not be as useful. However, should you have a very good use case at hand and see a need where it can be helpful, please do create an idea, and be as descriptive as possible about why and how your idea can help solve your case =)
