I'm unsure of exact use case that you're trying to solve. Our platform does support creating webhooks. Please follow this link : https://developers.freshdesk.com/v2/docs/external-events/#webhook_registration
Incase you're looking for creating a webhook without an App to be build - Is not supported yet by our platform.
